HC orders closure of unregistered coaching centres in Kashmir

The Jammu and Kashmir High Court today ordered constitution of a high-level committee, headed by the Divisional Commissioner, Kashmir, to regulate the functioning of the private coaching centres in the region.
The Director, School Education, and the Inspector General of Police will be the members of the committee.
In its orders passed today, a Division Bench of the High Court directed the committee to close down the unregistered coaching centres. It also directed to close down the coaching institutions which did not comply with the norms set by the authorities.
The court also directed the owners and the proprietors of the private registered coaching centres to create an environment of moral values around their institutions by curbing and checking instances of eve-teasing and install CCTV cameras around the centres.
The directions were passed by the High Court in response to a PIL on mushrooming of “unregistered” private coaching centres, their exploitation and illegal profiteering by charging exorbitant fee from the students, jam-packed classes, poor infrastructure, improper timings and immorality.
The petitioner, Muhammad Ahsan Untoo, who is also a human rights activist, in his PIL, had prayed that the HC direct the respondents to forthwith close down all unregistered private tuition centres across the Valley.
The PIL had also prayed for direction to the respondents to forthwith cancel registration of private tuition centres, which did not conform to the rules and regulations, particularly, display and notify monthly tuition fee.
