172 Civilians, 363 Militants killed, Curfew imposed 193 times in 2 Years: Mehbooba informs Assembly

The J&K government Tuesday informed the Legislative Assembly that 105 civilians were killed in law and order disturbances in Kashmir during the past two years. It said 67 civilians were killed in militancy-related incidents during the period.
In a written reply to NC MLA Ali Muhammad Sagar, Chief Minister Mehbooba Mufti disclosed that 105 civilians were killed “in law and order problems” in 2016 and 2017 in Kashmir.
Post Burhan Wani’s killing, Kashmir witnessed a long spell of unrest in which dozens of civilians were killed by government forces. The first half of 2017 also witnessed protests in several parts of Kashmir.
According to the reply, 85 civilians were killed in 2016 and 20 in 2017.
As many as 67 civilians were killed in “militancy-related incidents” during the past two years, the government said. Of them 19 were killed in 2016 and 48 in 2017.
The government also disclosed that 24 persons were killed in cross-border shelling in Jammu region.
“Of them, 13 were killed in 2016 and 11 in 2017,” the reply states.
The CM revealed that 363 militants were killed in the past two years. Of them, 244 were non-local militants.
In the past two years, 119 local militants were killed by government forces during gunfights in the State. Of them, 86 local militants were killed alone in 2017 which is almost three times more the number of local militants killed in 2017.

During this period, 162 police and forces personnel were killed by militants.
The government disclosed that not a single magisterial inquiry was ordered into civilian killings during 2017.
It further stated that five magisterial inquiries were ordered during 2016.
As many as 253 persons are languishing in different jails of the state on militancy-related charges, the government disclosed.
In response to a question of MLA Langate Er Rashid, the government disclosed that 2604 persons are languishing in different jails of the State on different charges.
Of these, 253 persons are imprisoned/ detained in different jails on account of their involvement in militancy-related cases. These also include foreign militants.
Of them, 20 are convicted and 170 under-trials.
Of the total number of prisoners in jails under common laws, 2010 are facing trial and 227 are convicts.
The reply also reveals 16 persons are detained under NDPS and 98 on other grounds.

The Jammu and Kashmir government Tuesday disclosed that curfew was imposed 193 times in different districts of the state during the past two years.
In response to a question of NC MLA Ali Muhammad Sagar, the government today disclosed in the Assembly that curfew was clamped 188 times in Kashmir Valley and five times in Kishtwar district of Jammu region.
South Kashmir’s Anantnag district was put under curfew 51 times in 2016 and 2017. South Kashmir was the epicentre of 2016 uprising triggered by the killing of Hizb-ul-Mujahideen commander Burhan Wani by government forces on July 7, 2016.
Anantnag is following by Srinagar and Budgam in terms of curfew imposition. The reply states that curfew was imposed 25 times each in these two districts.
According to the government, curfew was imposed 22 times in Sopore police district followed by Baramulla (15 times), Shopian (14 times), Awantipora police district (10 times), Bandipora (nine times), Kulgam (seven times), Pulwama(seven times) and Ganderbal (three times).
Apart from officially announced curfews by the district magistrates in Kashmir, authorities often impose “restrictions” in different parts of Kashmir to curb the movement of people.
The frequent imposition of curfew and restrictions in the Valley over the past few years has come under sharp criticism from the people.
According to the reply, “restrictions were imposed as necessitated by the situation.”
To a question about number of crackdowns and searches conducted by forces in the past two years, the government evaded a direct reply.
“ ……Cordon and search operations were carried out on specific information,” the reply states.
