ISI forms ‘Halal Dasta’ to carry out terror attacks in J&K

According to intelligence agencies, the ISI has formed a new group called Halal Dasta by recruiting members from various terror outfits to carry out attacks in Jammu and Kashmir, and along the LoC.

With security forces upping their ante against terrorists infiltrating in Jammu and Kashmir from across the Line of Control (LoC), the Inter-Services Intelligence (ISI) of Pakistan has resorted to a new strategy.
According to intelligence sources, the ISI has formed a new group of terrorists recruiting members of terror outfits like the Lashkar-e-Toiba (LeT) and named it Halal Dasta. This terror group has been formed to carry out attacks like its Border Action Team (BAT).
Intelligence agencies say that the new terror group seems to be a design of the Pakistani establishment to gain some ground along the LoC by inflicting casualties on the Indian border security forces. The activities of Halal Dasta could be easily denied, intelligence agencies say, by Pakistan by referring to them as non-state actors.

What Intelligence Reports Say?
The ISI has seemingly identified Surankot and Poonch as areas of prime activities. The ISI recently organised meetings with Syed Salahuddin of Jaish-e-Mohammad and representatives from Hizbul Mujahideen and LeT. The ISI officials held this meeting at Kotli (PoK) where they decided to extend Kashmiri jehadi movement to Sunderkot and Poonch areas besides the Valley.
The ISI is learnt to have directed all terror groups in the Valley to launch attack on security forces including the Road Opening Party, isolated posts and army bridges. The intelligence agencies have notice major terror movements in PoK.
According to intelligence inputs, movement of terrorists was noticed at launching pads in PoK- 615 (in July and August. Presence of terrorists, intelligence inputs suggest, was noticed in PoK at following locations:

Machil-89
Keren- 91
Tanghdhar-20
Naugham-45
Uri- 112
Rampur-32
Poonch-78
Bhimber Gali-78
Krishna Ghati-57
Rajouri- 5
Naushera-35
Sunderbani-15
Kel-13
Meanwhile, the Border Action Team (BAT) of Pakistan Army is active in these regions. The security forces have issued alert with regard to movement of the BAT. Intel agencies issued BAT alert at Naugham, Uri, Tanghdhar, Naugham, Krishna Ghati, Poonch, Bhimber Gali, Naushera and Sunderbani.
Intelligence agencies also reported presence of Pakistan Special Service Group (SSG) at locations opposite of Uri, Krishna Ghati, Bimber Gali and Sunderkot sectors along the LoC.
