Ruckus in J&K Assembly Over Civilian Killings and Gulmarg Fashion Show Controversy
Jammu, March 10, 2025 – The Jammu and Kashmir Legislative Assembly turned into a battleground of heated debates and fiery exchanges on Monday as members from opposition and treasury benches clashed over two highly sensitive issues: the killing of civilians in Kathua and the controversial fashion show held in Gulmarg during the holy month of Ramadan. The session, which was expected to focus on routine legislative matters, quickly spiraled into chaos as emotions ran high on both sides of the aisle.
The opposition, led by members of the National Conference (NC) and the People’s Democratic Party (PDP), demanded immediate accountability and action on both matters, accusing the government of negligence and insensitivity. The treasury benches, represented by the ruling coalition, countered the allegations, leading to a prolonged and dramatic standoff.
Civilian Killings in Kathua: A Tragic Incident
The discovery of three civilian bodies in the upper reaches of Billawar, Kathua, has sent shockwaves across the region. The victims—Yogesh Singh (32), Darshan Singh (40), and Varun Singh (15)—had gone missing on March 5 while returning from a wedding. Their bodies were recovered on March 8 near a waterbody in Ishu Nallah, triggering widespread outrage and demands for justice.
Opposition members accused the government of failing to ensure the safety of its citizens, particularly in areas prone to militant activity. Congress MLA Irfan Hafiz described the killings as a “grave human rights violation,” emphasizing the need for immediate action to prevent such incidents in the future.
“This is not just a failure of governance; it’s a failure of humanity. How can we allow our citizens to live in fear and insecurity?” Hafiz questioned during the session.
The ruling coalition, however, urged restraint, with BJP MLA Satesh Sharma attributing the killings to Pakistan-sponsored terrorism. “The killings of civilians in Billawar have raised concerns. It should not be politicized. Instead, measures should be taken to eliminate those involved in the act,” Sharma stated.
Gulmarg Fashion Show: A Cultural Flashpoint
Adding fuel to the fire was the controversy surrounding a fashion show held in Gulmarg on March 7. Organized by designer duo Shivan & Narresh to mark their label’s 15th anniversary, the event featured models walking on snow in designer outfits. While the show was intended to celebrate creativity and tourism, its timing during Ramadan and the nature of the attire sparked widespread criticism.
Kashmir’s chief priest, Mirwaiz Umar Farooq, was among the first to condemn the event, calling it “outrageous” and an affront to the region’s cultural and religious values. “Obscenity in the name of tourism promotion will not be tolerated,” Mirwaiz stated in a post on X.
Opposition MLAs echoed these sentiments in the Assembly, demanding a thorough investigation into how the event was permitted. PDP MLA Mir Mohammad Fayaz described the show as a “cultural invasion,” while NC MLA Tanvir Sadiq questioned the government’s role in facilitating the event.
“This is not just about a fashion show; it’s about respecting the sentiments of the people of Kashmir. How could such an event be allowed during the holy month of Ramadan?” Sadiq asked.
Government’s Response: Probes Ordered
Chief Minister Omar Abdullah, who also holds the Tourism portfolio, addressed the Assembly, acknowledging the public outrage and confirming that an inquiry had been ordered into both incidents. “The anger and frustration expressed by the people are entirely justified. I have asked for a detailed report on the Gulmarg fashion show within 24 hours, and appropriate action will follow,” Abdullah stated.
Regarding the Kathua killings, the Chief Minister assured the House that the Lieutenant Governor had already initiated a high-level investigation. “We are committed to ensuring justice for the victims and their families. This is a matter of grave concern, and we will leave no stone unturned in bringing the perpetrators to justice,” he added.
Assembly in Chaos: Heated Exchanges and Walkouts
The session witnessed multiple disruptions as opposition members demanded immediate debates on both issues. Speaker Abdul Rahim Rather repeatedly urged members to maintain decorum, citing procedural rules that prohibit discussions on matters under investigation. However, his appeals fell on deaf ears, leading to noisy scenes and verbal duels.
Independent MLA Sheikh Khursheed was marshaled out of the House after creating a ruckus, while Bani MLA Dr. Rameshwar Singh attempted to storm into the Well of the House, only to be restrained by marshals. The Speaker later condemned the attack on Singh, who had been manhandled by protesters in Billawar while visiting the victims’ families.
Public Reactions: Outrage and Protests
The controversies have sparked widespread protests across Jammu and Kashmir. In Kathua, locals blocked the national highway at Kalibari, demanding the deployment of the Army in the upper reaches to prevent further militant activity. Effigies of Pakistan’s Prime Minister were burned as protesters called for stricter security measures.
In Srinagar, social activists and religious leaders held demonstrations against the Gulmarg fashion show, accusing the government of undermining Kashmir’s cultural and religious ethos. Social activist Raja Muzaffar Bhat described the event as an “affront to the moral, ethical, and religious values of Kashmir.”
A Broader Debate: Governance and Accountability
The twin controversies have reignited debates about governance and accountability in Jammu and Kashmir. Critics argue that the incidents reflect deeper systemic issues, including lapses in security and a lack of cultural sensitivity in policymaking.
“These are not isolated incidents; they are symptomatic of a larger problem. The government needs to take a hard look at its priorities and ensure that the voices of the people are heard,” said political analyst Dr. Shabir Ahmad.
What’s Next?
As the Assembly session continues, all eyes are on the outcomes of the investigations ordered by the government. While the Kathua killings highlight the urgent need for enhanced security measures, the Gulmarg fashion show controversy underscores the importance of cultural sensitivity in tourism promotion.
For now, the people of Jammu and Kashmir await justice and accountability, hoping that these incidents serve as a wake-up call for those in power.
