KCCI Calls for Extension on J&K Building Byelaws Amendment Deadline
The Kashmir Chamber of Commerce and Industry (KCCI) held a significant Executive Committee Meeting on Friday, during which it was resolved to urge the Hon’ble Chief Minister of Jammu and Kashmir, Mr. Omar Abdullah, to extend the deadline for submitting responses to the proposed amendments to the J&K Unified Building Byelaws (UBBL) 2021 by 90 days. The KCCI cited concerns over inadequate public consultation and stakeholder engagement as key reasons for this request.
The Executive Committee Members expressed serious concerns about the current process, noting that the public notice regarding the amendments did not bear any number or date of issue, raising questions about its legitimacy and thoroughness.
The current deadline, set by the Housing & Urban Development Department for January 18, 2025, provides insufficient time for a comprehensive review of these complex technical regulations. Given the far-reaching implications of these amendments on urban development, construction practices, and public safety across the Union Territory, the KCCI emphasized the critical need for extensive stakeholder consultation and thorough technical review.
The Chamber highlighted serious concerns regarding the current consultation process. They noted the lack of widespread publication in local newspapers and insufficient communication with professional bodies. This oversight has left many stakeholders, particularly in rural and semi-urban areas, unaware of these important changes. Such limited awareness is particularly concerning as the amendments will fundamentally alter building regulations and impact community development for years to come.
The proposed amendments will affect a broad range of stakeholders, including architectural firms, construction companies, property developers, municipal corporations, urban local bodies, residents’ welfare associations, individual homeowners, small business owners, environmental groups, and urban planning experts.
To ensure meaningful participation, the KCCI recommends extending the consultation period by 90 days and making it mandatory to publish the amendments in leading newspapers across both regions. The Chamber maintains that a comprehensive consultation process is essential for developing effective regulations that serve the needs of Jammu and Kashmir.
The KCCI’s call for an extension underscores the importance of transparency and inclusive decision-making in shaping the future of urban development in the region. The Chamber remains hopeful that the government will consider their request and take the necessary steps to ensure that all stakeholders are adequately informed and consulted.
