Govt refuses to shift separatist leader to Srinagar
Says he is safe in Jammu jail

The government has refused to shift senior separatist leader Masarat Alam to Central Jail Srinagar saying that he is a threat to the peace and security even in a jail in the valley and that there is no threat to his life in Jammu.

In his compliance report, Principal Secretary, Home Department informed the high court that there are reasonable apprehensions that shifting of the petitioner to any jail in Kashmir province would have serious and adverse impact on the ongoing efforts being made for the improvement in the overall security environment in the state especially keeping in view the tourist season and upcoming Amarnath Yatra.
Government said the detenue (Alam) has been kept in a separate room under tight security and there is no threat to his life. The court had asked the government that Alam should not be lodged in a jail, where he nurses feeling of constant threat to his life.
Principal Secretary in said the plea of the petitioner regarding his shifting to Central Jail, Srinagar or any district jail of Kashmir province is found devoid of merits and cannot be acceded to.
He said there is reasonable ground to believe that the plea of Alam is “totally false, frivolous and incorrect” for the reason that the jail authorities of Central Jail, Kot-Balwal Jammu are under legal obligation to ensure safety and security of each and every jail inmate including that of the Alam.
Government informed the court that Alam was lodged in various jails outside the Kashmir province on several occasions in the past in terms of the provisions of J&K Public Safety Act for his alleged involvement in anti-national, anti—social and violent activities.
 “It has been reported that after the release of Alam from District Jail, Baramulla in March, he again indulged in the similar activities, which is evident from the fact that four criminal cases were registered against him in various districts of the valley,” added the compliance report by government.
