Edu dept to seek marriage documents, PRCs to post female teachersThe Jammu and Kashmir government has ordered that female teachers would have to produce marriage documents and permanent resident certificates (PRCs) of their husbands before they are transferred to the districts where they are married.
Officials said since the married women have been pressing on the Education department to post them nearer to home, the Education department has issued directive that they shall produce marriage certificates and PRCs before any pre-mature transfer is ordered.
Sources said earlier the Chief Education Officers (CEOs) have been transferring the female teachers without seeking any documents from them, but the government has made it mandatory that female teachers should provide evidence that they are married in the district where they are seeking the transfer.
Officials said while there is no problem in transferring the females who are working in the Master grade, as the post falls in Divisional cadre, the frequent transfer of  female teachers from one district to the other have been affecting the education of children.
“The post of teacher is a district cadre post and after the female teachers are transferred to the other district it creates a vacancy in their original place of posting. We have to transfer a teacher from the other district to fill that vacancy which becomes difficult at times due to which the education of the students gets badly affected,’’ said a senior government official.
He added that after their marriage most of the female teachers have been seeking that they shall be transferred to the district where they are married.
However, officials said while the government has allowed inter-district transfers, it has made it mandatory for the women to file the documents with the concerned Zonal Education Office (ZEO) to order their transfers.
“The difficulty is, however, in case of the teachers who are engaged under the Rehbar-i-Taleem (ReT) scheme. Under norms they can’t be transferred from the school where they are originally engaged, but they are also coming up with applications seeking the transfers,” added the official.
According to officials, government in a bid to streamline the education in the schools would also restrict mid-term transfer of teachers to ensure that the education of the children is not affected.
“Government is working on the rationalization policy and teachers are posted in accordance with the student roll. There are some schools where the teacher number is higher than which is allowed under the student enrollment norm,” added an official.
Director Education, Shah Faesal, said the documents are sought from the female teachers before they are transferred to the other district. “All inter-district transfers are now being done only after the marriage certificates are produced by women staff.”
