NCPCR Raises Concerns about Fatwa on Darul Uloom Deoband Website, Seeks Investigation

New Delhi: The National Commission for Protection of Child Rights (NCPCR) has expressed concerns regarding a specific content found on the website of Darul Uloom Deoband, a prominent Islamic seminary. The Commission has issued a notice to the District Magistrate and Senior Superintendent of Police of Saharanpur district in Uttar Pradesh, requesting an investigation and potentially an FIR (First Information Report) registration.

The NCPCR letter cites the content as a “fatwa” (religious opinion) discussing “Ghazwa-e-Hind” (a historical and eschatological concept related to military action in India). The Commission expresses concern that such content “may lead to hatred against the country” and potentially violate Section 75 of the Juvenile Justice Act, 2015, which protects children from exposure to harmful materials.

The letter further mentions that the NCPCR had previously raised concerns about similar content on the Darul Uloom Deoband website in January 2022 and July 2023, requesting action from the district administration. However, they claim no action has been taken to date.

The NCPCR has directed the authorities to investigate the matter and consider registering an FIR against Darul Uloom Deoband under relevant provisions of the Indian Penal Code (IPC) and the Juvenile Justice Act. They have also requested an action taken report within three days.
