State Budget to give priority to rehab of flood victimsThe Jammu and Kashmir Government has finalised the budgetary proposals for 2016-17. Governor NN Vohra may release the full budgetary proposals on Tuesday as the state is currently under Governor’s rule.
The budget’s primary focus is expected to be on relief and rehabilitation of flood victims and disbursement of relief among the flood-hit traders.
According to the highly placed sources, Director General, Budget, Ishaq Wani has completed all official procedures for the state Budget, which will be sent for printing on Tuesday after it is signed by the Governor.
Under the J&K Constitution, the Governor has both legislative and executive powers for the first six months of his rule. Hence, he can pass the Budget. If Central rule continues after six months, it becomes President’s rule and the legislative powers are transferred to Parliament.
The state was brought under Governor’s rule by Governor NN Vohra on January 8 when his efforts to get a political government in place were not responded to by the PDP and the BJP.
After the release the Budget, it will be uploaded to the ‘JK Budget’ website. Besides focusing on relief for victims of the 2014 floods, the Budget will give priority to infrastructure.
It will be for the first time during his tenure that Vohra will release the full Budget though it is the third spell of Governor’s rule since his innings at the Raj Bhawan began in June 2008.
